The implementation and use of two-factor authentication (2FA) is a good measure to consider. This practice requires users to login to their accounts using not just a username and a password, but something extra like a token that flashes some code every so often. A good example is Google Authenticator, and it is free. A site like Google mail requires a user to login to their accounts by providing a code sent to their mobile phones via Short Message Service (SMS).
